William K. Reilly was born on January 26, 1940, in Decatur, Illinois and grew up in Fall River, Massachusetts. He married Elizabeth Bennett Buxton. He graduated from Yale University, received a master's in urban planning from Columbia University, and law degree from Harvard University.
